[AMQ7, management notification, SECURITY_PERMISSION_VIOLATION] _AMQ_User property is not set on notification when authentication fails
Issue
- when an unknown user tries to log into the broker OR a user uses an incorrect password, the SECURITY_PERMISSION_VIOLATION management notification is generated BUT _AMQ_User property is not set on notification
