[RHV] ISO upload goes into `Paused by System` state when using Data storage domain.

Issue

  • ISO upload gets stuck in Paused by System state when uploading ISO to Data storage domain.
  • When trying to resume, it will show as resuming then Transferring via Browser then again goes back to Paused by System.
