Compliance tab is missing even after compliance policy is applied on Red Hat Satellite 6.3

Issue

• The compliance button/tab is not available on the host.

• Whenever a compliance policy is assigned to the hosts, the task is successful but no compliance button gets created for the host.

• Even after compliance policy is applied and the running #foreman_scap_client policy id x command on the client, still the foreman_scap_clientconfig.yaml a file is not generated on the client side.
