[Satellite6] uploading a package to a repository, the package is not available to clients registered to an external Capsule afterwards

Issue

• having an external Capsule getting all content from Library Lifecycle Environment
• uploading a package to custom repository
• after a while, the package is available to clients registered to Satellite directly
• but the package is never available to a client registered to such external Capsule
