ACLs in qpid broker ignore queue deletion parameters other than name

Having white-listed ACLs in qpid broker and allowing deletion of some specific types of queues (i.e. auto-delete), that user can delete any queue.

Having black-listed ACLs in qpid broker and disallowing deletion of some specific types of queues (i.e. durable), that user can not delete any queue.
Environment
- Red Enterprise MRG 2.0, 2.1, 2.2 and 2.3
- Qpid ACL's being used for authorization
