New mapping rules & metrics are enabled by default on all application plans in 3scale

Issue

• When adding a new Mapping Rule mapped to a Method/Metric, 3scale automatically copies that new Mapping Rule <=> Method/Metric to each Application Plan tied to the 3scale API Service and sets it to fully enabled. If you have multiple Application Plans for that 3scale API Service BUT only a minority of Application Plans should have access, you have to go through the majority and disable them. Is there a way to set the default behavior to “disabled” within the Application Plans when a new Method/Metric is added?
