Non Admin Users are Unable to Authenticate to Jenkins

Issue

• What is the minimum role required to authenticate to Jenkins deployed in OCP?
• I have Jenkins deployed in one project and want to allow users working in other projects to log into Jenkins.
• I defined a new group with role 'view' but users added to this group cannot log into Jenkins.
• When a non admin user attempts to access the Jenkins url, e.g. https://jenkins-cicd-tools.apps.otto39.lab.rdu2.cee.redhat.com, the Button to log into Jenkins using OpenShift is displayed but once selected they merely get redirected back to the OpenShift console login.
