Is there a way to add delay to `pcs cluster start --all` command to avoid potential corosync JOIN flood

Issue

Corosync is prone to flooding network with JOIN messages occasionally if high amount of nodes sends the JOIN message at the same time ( pcs cluster start --all may produce such a condition). There is already existing bug to resolve it on corosync level. Is there a way to workaround this by setting delay in pcs cluster start --all command to eliminate conditions under which corosync is prone to this problem?
