[Satellite 6.3] Unable to sync ostree content

Ostree content sync task fails with
Katello::Errors::PulpError: OST0005: Fetch summary failed. Reason: GLib.Error('Peer failed to perform TLS handshake', 'g-tls-error-quark', 3)
