Fencing happens despite "stonith-enabled=false" when resource operation has "on-fail=fence" action set
Issue
When cluster property stonith-enabled is set to "false" and cluster is running resources with attribute on-fail=fence then fencing is made despite of property setting stonith-enabled=false.
