Perform SmartState Analysis is Grayed Out for Container Images Even Thought Role is Enabled on other Appliances

Issue

• The "Perform SmartState Analysis" option is grayed out in the Web UI for container images, even though there are appliances in the same zone as the OpenShift provider that have the SmartState Analysis role enabled.
• Red Hat Bugzilla 1513052 has this same issue happening for the Red Hat Virtualization Provider
