Enable Migration UI in CloudForms 4.6.3

Issue

CloudForms 4.6.3 shipped a disabled UI called Migration intended for tech preview. This new UI is located under Compute and is part of the new infrastructure migration solution. For 4.6.3 it is disabled by default and meant for tech preview only meaning no official support.
