tang bind works but I am still asked for password on reboots

Issue

• When attempting to set up NBDE for automated boot decryption of volumes, we continue to be prompted for the password. Clevis never handles the decryption
• This only seems to occur when the logical volume itself is encrypted rather than the underlying partition
