[Satellite6] WebUI shows more Capsule pulp workers than configured

Issue

an external Capsule is configured with 4 workers
- PULP_CONCURRENCY is really set to 4 in /etc/default/pulp_workers on the Capsule
WebUI shows 6 workers instead (Infrastructure -> Capsules -> the capsule -> Services -> workers value)
