Why coldStart trap is not sent by snmpd on reboot?

Issue

• The snmpd daemon is enabled, configured to send SNMP traps to remote trapsink, and starts on boot successfully.
• SNMP traps are sent and received remotely few moment later after reboot, however, the coldStart SNMP trap is never received at the remote destination.
• There may be other hosts with identical snmpd configuration which send the coldStart trap successfully.
