Configure cipher-suites in etcd daemon
Issue
By default, etcd supports weak cipher suites.

Require OpenShift version 3.9+
(OpenShift 3.10 includes support by default through a different mechanism) -
Require ETCD version 3.2.22+

(the provided steps do not work with containerized environments)
