Why cannot rsyslogd output the messages received via network with high precision timestamp even when RSYSLOG_FileFormat template is used

Issue

I built a central syslog server with rsyslog on Red Hat Enterprise Linux 7.
It receives the messages from several remote servers, and output it into the local files.
As a default template, RSYSLOG_FileFormat is used to output messages with the high precision timestamp in the rsyslog configuration.

$ActionFileDefaultTemplate RSYSLOG_FileFormat

I found that the messages received via network were not output in high precision timestamp.
