Installation of service catalog fails

Issue

• While running of /usr/share/ansible/openshift-ansible/playbooks/byo/openshift-cluster/service-catalog.yml, the playbook fails due to the apiserver not being ready
• The apiserver pod in kube-service-catalog namespace is in CrashLoopBackOff state and logs end with the error

Error: cluster doesn't provide requestheader-client-ca-file

• The required certificates for extension-apiserver-authentication config-map are not getting generated.
• This issue persists even after upgrading openshift as per the errata
