Zombie tasks are not re-parented because PID 1 is stopped
Issue
The system gets slowly overwhelmed with zombie tasks. Meanwhile, PID 1 is seen in a stopped state because the SIGSTOP signal was received.
Environment
- seen on Red Hat Enterprise Linux 6, but the issue may not be limited to this version
