Failed to adjust the resolution to match the client using API XRRSetCrtcConfig()

We need to adjust the resolution by client setting, current problem is our software failed to change the resolution using API XRRSetCrtcConfig() , this problem only occurs on RHEL7.5 distribution. the resolution could be changed by command xrandr in the shell window.
