Source clone secrets do not automatically mount in some circumstances

Issue

• Source secret with ssh key for private GitHub repo does not auto-attach to build config (bc) when app is created in web console, but works with oc new-app on CLI
• Source secret using GitHub token for https works on buildconfig created with web console, but not with commandline creation
• I would expect that the build config should have the secret automatically added regardless of if the app is created from the web console, or the CLI.
