[Satellite6] just one foreman instance of Passenger RackApp causes performance issues

Issue

• we noticed performance issues caused by just one process Passenger RackApp: /usr/share/foreman running (while many /etc/puppet/rack processes running)
• restarting httpd service does not help as new re-spawned processes are 1 for foreman and all others for puppet again, after a while
• how to ensure more passenger foreman processes are spawned?
