Project scoped admin for Open Stack

Issue

  • Currently giving the admin role to a user in a specific project means they have the global admin role, so they can see all projects and have admin role in all. For example: giving user a admin role in project A , they will also be able to see and have admin role for project B even if usera is not a member of project B. So in summary, there is not a project scoped admin role at this time; the admin role is global.
