[RHEL 7] cgrules fails to migrate tasks

Issue

  • Rules set in /etc/cgrules.conf do not seem to have any effect on processes
  • Tasks/processes are not migrating to the correct CPUs

Environment

  • Red Hat Enterprise Linux 7.4
  • libcgroup-based cgroups with cgrules.conf that has a star (asterisk) as the second field
