Application can go over the limit
Issue
1) When configuring application plan with 2 hits/minute limitation I can execute 3 times the call. After the third time I get the response "Limits exceeded".
2) After less than a minute I can call the request again and it works. I expected that the call will not work until until 1 minute is over.
