Issue

Upgrading from AMQ 7.0.2 to 7.1.0, I followed the instruction below
Using AMQ Broker 7.1 Docs

However, I encountered this error during start up.

14:00:00,000 ERROR [io.hawt.web.RBACRestrictor] Delegate - Error while accessing access policy restrictor at /var/amq/etc/jolokia-access.xml.
Denying all access to MBeans for security reasons. Exception: java.net.MalformedURLException: no protocol: /var/amq/etc/jolokia-access.xml
