Why does rpmbuild doesn't accept _topdir value declared through rpmrc file in Red Hat Enterprise Linux 7?

Issue

In Red Hat Enterprise Linux 7, rpmbuild doesn't accept value declared of _topdir through rpmrc file while building rpm, whereas the same works in Red Hat Enterprise Linux 5 as expected.
Is there any known issue with it?
