Unable to create a snapshot using the REST API in RHV when the VM has PCI host devices attached

Issue

• VM is powered down and has a graphics card installed as pci_0000_0d_00_0
• Creating a snapshot of the VM using the web GUI works fine (Virtual Machines -> select VM -> right-click and select "create snapshot")
• However, creating a snapshot of the same VM using the REST API fails with "Cannot create Snapshot. VM has PCI host devices attached."
