Instance creation timeout as volume still is in downloading state in Red Hat OpenStack Platform
Issue
Instance creation fails with below error message
[Error: Build of instance <instance-id> aborted: Volume <volume-id> did not finish being created even after we waited 200 seconds or 61 attempts. And its status is downloading.].
