[Satellite6] Unable to attach add on subscription while using two activation keys at a time

Issue

• Created two activation keys, key1 and key2, attached Red Hat Enterprise Linux for Virtual Datacenters subscription to one key and Oracle Java Add-On (Unlimited Virtual Nodes) to the second one.

• Registered host by running the following command.

   # subscription-manager register  --org="Default_organization"" --activationkey key1,key2

• Red Hat Enterprise Linux for Virtual Datacenters(key1) subscription successfully attached but Oracle Java Add-On (Unlimited Virtual Nodes)(key2) does not.
