PCP utilities fail to process archives with "The semantics of a metric has changed in an archive" error

Issue

• Since upgrading the pcp package, pcp utilities such as pminfo or pmlogextract fail with the following error

  # pminfo -a <path/to/archives>
  pminfo: Cannot open archive "<path/to/archives>": The semantics of a metric has changed in an archive
  
  # pmlogextract <path/to/archives> /tmp/out
  pmlogextract: Error: cannot open archive "<path/to/archives>": The semantics of a metric has changed in an archive
  

• Opening individual archives is possible

  # pminfo -a <path/to/archives>/20171202 | wc -l
  374
