Application templates not appearing in web console without service catalog

Issue

• The service catalog is enabled by default during installation. When it is enabled, the web console shows all the application templates and the updated landing page. The OpenShift Ansible broker and template service broker are both enabled as well.
• To disable automatic deployment of the service catalog, a cluster variable needs to be set in inventory file
  openshift_enable_service_catalog=false
• After disabling this, the Openshift Console is showing only Languages, Middleware sections and is not able to display all the templates which are supposed to be there. For example: CI CD, DataBase,etc.
