PVC with Azure Disk won't be bound state by "no volume plugin matched"

Issue

PVC with Azure Disk wouldn't be Bound status. It keeps Pending status and "no volume plugin matched" message is reported in the event and master-controller logs.

Environment

  • OpenShift Container Platform
    • 3.4 or later
  • Microsoft Azure
    • Azure Disk (both unmanaged disk and managed disk)
