Why is pyOpenSSL not a dependency of cman

Issue

• /sbin/fence_ilo should always have pyOpenSSL installed

• When running fence_ilo we receive the following traceback;

  Traceback (most recent call last):
    File "/sbin/fence_ilo", line 18, in ?
      from OpenSSL import SSL
  ImportError: No module named OpenSSL
