X710 - 7130 MTU RX drops on the kernel interface with OVS DPDK 2.6.1 prior to version openvswitch-2.6.1-16

Issue

2 interfaces are on the same X710 NIC.

1 interface (A) is configured in kernel space.
1 interface (B) is configured in DPDK user space.

As soon as interface (B) is in user space, it will change some registers in the driver and will erroneously lower the MTU on (A) to a value around 7130 Bytes.
