l3agent can not kill keepalived process due to rootwrap filter when keepalived gets updated
Issue
After minor update neutron l3 agent fails with the following error when managing l3 ha router:

This was seen during an OSP10 minor update which included an update from RHEL 7.3 to RHEL 7.4, but should apply to other versions as well.
keepalived-1.2.13-9.el7_3->keepalived-1.3.5-1.el7
