[AMQ7, core bridge] can I always route a message to a networked broker even if no consumers on that broker ?

Issue

• with a broker topology brokerA and brokerB. Message arrive on destination_1 on brokerA and those messages should always be sent to the destination_1 on brokerB. How can this be achieved.
