Why does execution of icainfo command blocks everything after updating libica package to 3.0.2-2.el7_4.1.s390x version?

Issue

• System was updated recently along with libica to 3.0.2-2.el7_4.1.s390x version.
• Cryptographic hardware stops working after running the icainfo command and then everything is blocked.
• After activation of FIPS as mentioned here, the icainfo command works again.
• This shows that Red Hat compilation of this module should have the option fips_enable as mentioned here
• Is there any way to disable FIPS in the libica library instead of enabling FIPS in whole system?
• Is this hang/blockage happening because of FIPS in libica library ?
