swift proxy-server logging goes to /var/log/messages instead of /var/log/swift/swift.log

Issue

The /etc/rsyslog.d/openstack-swift.conf file only references LOG_LOCAL0 and LOG_LOCAL2. However the swift proxy-server is configured to use the LOG_LOCAL1 facility by default which ends up in /var/log/messages. What would be the Supported Way to change this default to LOG_LOCAL2?
