JBossWS CXF is throwing "None of the policy alternatives can be satisfied" Exception

Issue

• I am getting the following error when trying to use WS-Security in JBoss. This service used to use Metro and I am migrating over to JBoss using JBossWS CXF.

Caused by: org.apache.cxf.ws.policy.PolicyException: None of the policy alternatives can be satisfied.
