Install a custom Weblogic client bundle causes other system bundle to restart

Issue

• Deploying the wrapped WebLogic client (without any bundles that actually use it) triggers a restart of many of other bundles in Fuse.

• Some bundles that import an unrelated A-MQ JMS connection factory then stay stuck in mode "Waiting" (Blueprint column in Karaf console).

• When restarting Fuse, those mentioned bundles become "Created" and look ok. When undeploying the wrapped WebLogic client bundle, the same happens. A major restart of other bundles and the bundles mentioned above go in "Waiting".
