RHV: VnicProfileUser is not giving access to the networks.
Issue
- User with VnicProfileUser role cannot see non-public profiles of a network.
- User with VnicProfileUser role cannot see private profiles of a network even if explicitly added on the Network Permissions tab.
- The user sees no vNic Profile in the VM Create window.
