[Satellite6] WebUI shows applicable errata that are already applied, and regenerating applicability does not help

Issue

WebUI or hammer shows some errata as applicable to a Content Host
that Content Host is fully up to date / yum updateinfo or yum update returns nothing
trying to regenerate applicability either via:
- service goferd restart
- runnng katello-package-upload
- invoking Actions::Katello::Host::GenerateApplicability task manually
neither of above helps
