[AMQ7, HA, static discovery cluster] ActiveMQNotConnectedException logged at DEBUG level

Issue

• seeing the following exception logged at DEBUG level when using HA share nothing with a static discovery cluster configuration. The backup broker is configured to listen on localhost:61617
