[Fabric] Profiles inheritance - logging configuration

Issue

• When we modify org.ops4j.pax.logging.properties PID and then apply it, the logging configuration applies or does not apply randomly.

• When we add org.ops4j.pax.logging.properties PID to custom profile, then its configuration apply depending on the parent parent profile.
