[Satellite6.2.11] Applying an errata via katello agent does not update anything

Issue

• upgraded to Satellite 6.2.11
• applying an errata to a Content Host via katello-agent / goferd, the task is marked as successfull
• but no package on the Content Host is really updated
• the same errata can be applied to the same Content Host again and again and again, without any effect
