Running "fabric:create" in a Fuse Management Console installation causes the Web UI to fail with a HTTP 404

Issue

After a new, clean installation, the web interface to the Fuse Management Console fails with a HTTP 404 after executing a "fabric:create" command in the command-line shell interface to the running FMC server.

The command shell is accessed via:

>./fmc-client -h localhost -a 8106 -u <user> -p <password>

where user and password are configured in ./etc/users.properties
