When creating cinder volumes, one large fails, but three small amounting to the same size succeeds

Issue

• Unable to create a Cinder volume with 3T because of insifficient space, but sometimes 3 volumes with a size of 1T can be created.
• The cinder scheduler doesn't seem to refresh the capacity metrics fast enough.
• Default cinder statistics polling interval is 60 seconds, how to adjust this?
