JBDS 10 hangs at installation screen

The installation of JBoss Developer Studio 10.3.0.GA on Windows operating system hangs at Step 3 of 9 screens.

It is possible to see that there is a *.tmp file in the destination directory but it is zero length. Windows reports the application is not responding.
