[fabric] profile-refresh doesn't work for snapshot features

Issue

• profile-refresh doesn't work for snapshot features, the latest artifacts are not fetched from the maven repository automatically. It takes the artifact that is cached under the mvn repositories.

• This behaviour was not observed on 6.2.1 R2 (621117).
